The Financial Impact of Changing the Conversation

Measuring the value of public transportation was already changing prior to the pandemic – shifting from solely ridership volumes to social equity, access to jobs, improving land values, and connecting communities.  The pandemic highlighted and accelerated this changed view. This Transit Finance Learning Exchange workshop will focus on the financial implications of this continuing shift.

Safety briefing.  Welcome.  Review of meeting objectives.

Speedy sharing. Meeting participants introduce themselves and highlight a recent accomplishment at their agency.

The Financial Impact of Changing the Conversation – Session #1

The Role of the Finance Officer – The financial implications the changed conversation – operating costs, capital investment, revenues.  Discussion on the role of the finance officer.

Working lunch: – TFLEx member agencies ridership update – Speaker on Transit Trends

The Financial Impact of Changing the Conversation – Session #2

Service Levels and Deployment – Small group discussion on industry changes to focus on access to jobs, healthcare, schools, and other areas; related metrics, goals (% within 1 hour, 2 hours), and potential solutions to first mile, last mile, speed, and other aspects.

The Financial Impact of Changing the Conversation – Session #3

Fare Policies – Panel discussion by agencies that have recently enacted a change (reduced, free, loyalty, pay-per-use, other) highlighting, as applicable, impact on operating and capital budget allocations, funding, revenue administration, security costs, cash flow, metrics (cost/mile, cost/trip, other – overall and by mode, route, potential conflicts (bond ratings, financial policies, other).

Needs & Leads – All meeting participants will be asked to identify existing initiatives that would welcome information (“needs”) and briefly discuss recent projects that would provide insight to other agencies (“leads”).

TFLEx Business Meeting – 5:00 pm to 6:00 pm – Every agency is encouraged to have at least one representative attend.

Partnerships – Agency presentations with a focus on understanding the role of agency partners, including other government agencies, social agencies, private service providers, technology providers, to a) enable changes to service levels and deployment, b) support changes to fare policies, c) access funding or other revenue sources.

Framework and Game Plan for the Future – Group to share workshop notes what each workshop participant will do to frame the changed conversation – individually & as Finance – and near-term and longer-term plans.

Workshop wrap-up and overall evaluation. (ending at 2:30 pm)

Workshop objectives (used for NASBA submission):  Survey the characteristics of the changing conversation (from ridership to job access, transit affordability, et al); assess the financial impact on operating and capital budgets; identify agency performance metrics and policies that will need changing; learn the experience of other agencies – both impact and solutions including service and funding partnerships and allies; develop a framework and game plan for the future.
